initerrlog: Access is denied

After changing the SQL Server startup parameters through configuration manager, you may receive the following error:

initerrlog: Could not open error log file '$PATH'.  Operating system error = 5 (Access is denied).

$PATH is the directory of your SQL Server error logs.

This error may persist even if the directory exists and the permissions are set correctly (the SQL Service account should have full control over the specified directory).

There's another quirk that can cause this error message - if you specify the directory but not the name of a file, that same error message will appear even though it's not an accurate description of what's happening. 

This can be a bit confusing - especially since \ERRORLOG is the default end of the path in the log file parameter, and this looks more like a path than a file.

Specifying a filename rather than a directory should resolve the error message.
